Peoples Accord
Peoples Accord
The Peoples Accord is the foundational political document of the Farseas — the agreement that formally recognised the swamp region as a Cormyrean state and established Threetrees as its political hub. Signed in the early centuries of the Farseas' recorded civic history, it was co-signed by Hiren Kropus and Ghorbighor Wartscale and ratified by the Obarskyr crown and the first council of Threetrees.
Background
Before the Peoples Accord, the Farseas existed in a political and legal grey zone. The swamp denizens — lizardfolk, bullywugs, fishfolk, and drovers — had no formal recognition within Cormyrean law. The human families beginning to develop the methane trade had commercial interests but no legal framework to protect them. Bandits and competing interests operated in the vacuum.
Hiren Kropus's son Dranten Kropus — who had chosen politics over commerce — dedicated himself to closing this gap. He spent years in Suzail and Threetrees alike, convincing the Obarskyr court and the swamp peoples' leaders that their true enemies were bandits and mutual distrust, not each other, and that a formalised alliance would benefit everyone.
His counterpart on the swamp peoples' side was Ghorbighor Wartscale, patriarch of the Wartscale Family — the first political family in the Farseas to be recognised by the Obarskyrs, whose power centre was originally Nykhas Rest before Threetrees became the regional capital.
The Accord
The Peoples Accord established:
- Threetrees as the political hub for laws and order in the Farseas
- A council structure composed of lizardfolk, bullywug, and humanoid representatives with shared governance authority
- Formal Cormyrean recognition of Farseas sovereignty within the terms of the Obarskyr protectorate framework
- Writ-holder obligations: those holding commercial writs in the Farseas are obliged to work to maintain peace with native denizens
- A taxation framework recognising that swamp denizens largely operate outside Cormyrean tax collection reach
The Accord was ratified by the Obarskyr crown and the first council of Threetrees simultaneously — a double ratification designed to ensure neither party could later claim the other had not formally consented.
Legacy
The Peoples Accord has been tested repeatedly in the centuries since its signing. Lucien Kropus broke its geyser park treaty provisions when he forcibly evicted swamp denizens from contested sites. The Suh'Skel overthrew the Threetrees council and effectively suspended the Accord's governance framework in their territory. The current civil war has left the Accord's political mechanisms in varying states of functionality depending on location.
Nevertheless, the Accord's existence matters. It is the legal basis for the Aris family's authority in the region, the document that gives Cormyrean courts jurisdiction over writ violations, and the foundation upon which any post-civil-war political settlement will have to be built.
